Officials Search for Dog
Chico officials are asking for the public's help locating a dog that bit a woman in Lower Bidwell Park last week.
Officials say the dog is medium sized with short brown hair and upright ears, and was with a woman in her mid-thirties with shoulder length dark hair. The dog was reportedly involved in a fight with another dog, and bit a woman who was trying to separate the two animals near South Park Drive and Forest Avenue on March 4th around 3:00p.m.
Animal control officials say they need to locate and quarantine the dog to determine whether it might have rabies.
Anyone having information about the whereabouts of the animal is asked to notify Chico Animal Control at 897-4960 or 897-4900.
I-5 Reopened in Siskiyou County
CHP says that traffic is now flowing without any problems. All of the vehicles have been moved out of the way.

A multiple-vehicle accident involving a big rig in Siskiyou County has shut down southbound Interstate 5 just north of Dunsmuir. Crews are on hand to clear out the cars.
There is no estimated time of reopening. According to the California Highway Patrol, it is a non-injury accident.
Crash in Yuba County Ejects Driver Through Rear Window
A Yuba County man was sent to the hospital early this morning after being partially ejected from his car. Officials with the highway patrol say Heath Galbraith, of Olivehurst, hit a utility pole after spinning off of Rancho Road. Galbraith was partially ejected out the side rear window. He was rescued by fire crews and taken to Sutter Roseville Hospital.
Wednesday Morning School Schedule Changes
We have learned of the following school schedule change(s) this morning:
- Oak Run Elementary is taking a reverse minimum day. School will begin late at 10 a.m. and there will be no preschool.
Students to Hold Protest at Chico State
The unrest over cuts to higher education is growing in Chico this morning. Students are expected to hold a rally on the campus of Chico State Unversity at 11 a.m. to protest raising tuition fees within the C.S.U. system. Students will meet at the Bell Memorial Union for the rally. A march through downtown Chico to City Hall is expected to follow.
Former Shasta County DA to Speak at Local Republican Luncheon
Former Shasta County District Attorney McGregor Scott will be in Redding Wednesday to speak at the Redding Republican Women's Luncheon.
According to Scott, his topic of the day will be the Obama administration -- with a focus on national security and the state of the economy.
"Make no mistake about it, there are people who mean us ill will," Scott told KRCR News Channel 7 Tuesday. "They want to hurt us and we have to be strong in our national defense."
Scott worked as Shasta County's DA from 1997 to 2003. He has also served six years as the region's U.S. Attorney.
The luncheon is at River's Restaurant Wednesday at 11:30 a.m. Tickets are $20.
New Water Legislation to be Discussed in Chico Wednesday
Officials will be talking about new water legislation and how it could affect water users all over the state at a meeting in Chico later Wednesday.
The public forum is scheduled for 2 p.m. Wednesday at the Chico Masonic Family Center on West East Avenue.
Speakers will explain the legislation and offer different perspectives on who will benefit most if it passes.
There will also be a question and answer period.
Reward Offered in Vandalism and Theft Cases
The Butte County Sheriff's Department is asking for the public's help to solve a spree of thefts and vandalisms in the Concow and Yankee Hill areas between January 28, 2010 and February 26, 2010. One home on Crain Ridge Road off Highway 70 had about $80,000 worth of damage from vandalism. There is a $500 reward for anyone with information leading to an arrest and conviction.
High Speed Chase in Corning
Authorities were taken on a high speed chase through the streets of Corning Tuesday afternoon. An officer tried to pull Tad Harris over for an expired registration, but the Corning man allegedly tried to flee. He eventually got up to 100 miles per hour on Toomes Avenue. Authorities say he jumped out of his car and hid in a olive tree. A large amount of marijuana, a concealed knife and drug related items were allegedly found in his car.
Paradise Police: More Gang Members in Town
There are twice as many gang members in the Town of Paradise as there were three years ago. That is what the police chief tells us.
He says there are about 150 recorded gang members now, compared to 75 in 2007.
Chief Buzzard said that he needs more manpower on the streets to stop gangs from getting out of hand in Paradise. For that to happen, the town will have to agree to give his department more money.
That would likely come from an increase in utility taxes. The chief said that option will be presented to the Town Council Tuesday night as part of a Public Safety Utility Tax proposal.
The chief says with the growing number of known gang members, his department needs reinforcements. The chief also says the increase of gang members is not a result of Paradise being a perfect place for gang members to live.
He says that his department has done more to identify and keep track of gang members in the community in the recent past.
So what are these Paradise gangs? The chief says it is a mixture of white power and the Norteno gang members.
The Chief will present the idea of the tax to the Town Council on Tuesday night.
Sheriff’s Department Embezzler Sentenced
A former Shasta County Sheriff's Office employee will be spending some time behind bars.
59-year-old Hildegard Ursula Shoemaker was sentenced to 270 days in jail and ordered to pay back more than $82,000 to the County.
Shoemaker pleaded no contest to stealing fees paid for weapons permit renewals, fingerprinting, and for making copies and reports.
Shoemaker was accused of stealing about $17,000. District Attorney Jerry Benito says that the $82,000 total comes from the money she stole, plus the $65,000 the County spent on the investigation.
Funeral Set for Former Supervisor
Funeral services for former Shasta County Supervisor Molly Wilson have been scheduled for this weekend. Wilson died on Saturday; she was 84.
A memorial service for Wilson will be at 10 in the morning on Saturday at Redding Christian Fellowship on Victor Avenue in Redding. She will then be buried at 2 p.m. at the Veteran's Cemetery in Igo.
Organizers say instead of flowers, the family would like donations to be sent to the Northern California Veteran's Support Group, Cemetery, or Veteran's Home.
Man Exposes Himself at Ski Park
Police in Siskiyou County are searching for a man who reportedly exposed himself to a woman at the Mount Shasta Ski Park. A woman told police while she was putting her skiing gear into her car last Friday at the park, a man driving a light blue pickup truck with a white camper shell approached and made an obscene gesture at her. The man then parked his truck, walked up to the woman, and exposed himself.
The suspect is described as being in his mid-twenties to early thirties with wavy shoulder-length brown hair, and a noticeable gap between his two front teeth.

UPDATED: Authorities Identify Pedestrian Hit and Killed in Redding
Authorities with the Shasta County Sheriff's Office released the identity of the woman hit and killed by a car in downtown Redding.
According to the Sheriff's Office, Kelly Jean McCoy was crossing the street at the intersection of Placer and East during heavy rain when she was hit.
McCoy was 36 years old.
An autopsy is scheduled for later today.

10:30 p.m. 3/8/2010 -- A 36 year old woman was struck by an SUV on East Street in Redding Monday evening. She died at the scene after suffering a major head injury. Authorities say 45 year old Barbara Meyer was turning onto East Street from Placer in her vehicle when the unidentified woman was hit. Police do not believe alcohol was involved, but they are still investigating the case. They do not know if the woman was in the crosswalk when she was struck. Her name has not yet been released because her family has not been notified.
Fatal Crash in Sutter County
A man driving a golf cart was killed in Sutter County yesterday. He was hit by a car, according to officials with the California Highway Patrol. The victim, whose name has not been released, was heading eastbound near the intersection of State Route 113 near Del Monte Road during the time of the accident. He died at the scene. Highway patrol officials say the driver did not see the man on the golf cart until moments before impact.
Planning Commission to Consider Redding Dealership Expansion
Redding's SJ Denham dealership could be in need of an upgrade soon. The city's planning commission is expected to consider a proposal today allowing the dealership to expand. The consideration follows the purchase of a Nissan franchise from Shasta-Nissan Subaru earlier this year. Today's meeting is scheduled for 4 p.m. inside the Redding city council chambers.
Corning City Council to Discuss Filling Vacant Council Seat
The Corning City Council will be talking about filling the seat vacated by former council member Becky Hill at its meeting Tuesday.
Hill's term would have ended on December 7, 2010. The Corning Council has reviewed letters of interest from four citizens applying to fill the vacancy.
Their names are:
- Darlene Dickison
- Sheree Parish-Liddell
- Jesse Lopez
- Melodie Poisson
The council may decide not to fill the seat, leaving it open until the election in November.
Former council member Hill resigned in February. She said at the time she had decided to move to Oregon with her family.
Man Allegedly Kidnaps Girlfriend
Redding police say 23 year old Jerry Hamilton grabbed his 18 year old girlfriend against her will after fighting with her on Pine Street. He allegedly drove off with her in the car. She was able to escape on Park Marina and call police. Hamilton's car was found off of Highway 44 near Victor Avenue, but he was not in the car.
State of Emergency Declared for Siskiyou County
President Obama has declared Siskiyou County in a major State of Emergency. On Monday, the President declared a State of Emergency in six California counties, because of the severe winter storms that have pounded the area this year.
You might remember the storm that brought Siskiyou County to a standstill in January. People were without power, some for more than a week.
The storm knocked down trees, closed roads, and caused millions of dollars in damage. Governor Schwarzenegger declared a State of Emergency earlier this year.
The new designation allows local governments to apply for Federal funding to help with the clean up.

Free Tutoring Program Available in Butte County, Volunteers Wanted
Help is available for grade school students in Oroville through a tutoring program at the Butte County Library.
Schools in Oroville have been hard-hit by the budget crisis affecting districts throughout our region.
The "Partners and Learners" program aims to change that.
It's open to students from Kindergarten through sixth grade. Younger students are paired with mentors from Oroville High School.
"I encourage her a lot and try to figure out a word," said Oroville High senior Aryam Garcia of helping her partner read. "I can help her out a little and just encourage them to keep going."
Program officials tell us they have a waiting list full of children who need help, and that more volunteers are needed.

School Put On, Taken Off Worst Schools List
A surprising decision was made about a Northstate school. Biggs Middle School in Butte County was placed on a list of low-achieving schools in the State, but they were almost immediately taken off.
The California Department of Education will reportedly take the school off the list, because it has raised its test scores.
The Superintendent of the school district says that Biggs Middle School has struggled in the past, but they have been improving and did not deserve to make the list.
The district found out Tuesday that Biggs Middle School is being removed from the underachieving list.
Tehama DA Announces Candidacy
Tehama County's District Attorney says he is not done yet. Gregg Cohen announced Tuesday that he is running for D.A. again.
He says that he has been privileged to serve Tehama County and will keep working to keep it safe. He will go up against Ken Miller in the June election.
2009 Chico Crime Report Released
The crime rate is dropping in Chico, according to a new report released by the Chico Police Department. In the "2009 Part I Crimes Report," officials say there was an 11% overall drop in reported crimes in 2009, compared to 2008. The crimes include homicides, rapes, robberies, aggravated assaults, burglary, larceny, and auto theft.
Highlights of the report include:
- Total crimes decreased in 2009, primarily due to the decrease in crimes against property. This level is the lowest seen since 2001.
- Total crimes decreased by 11%, crimes against persons increased 3%, and crimes against property decreased by 13%.
- In 2009, robberies reached an all-time high of 128, an increase of 27% over 2008. In part this can be attributed to the number of robberies occurring along the bike path area just west of the Chico State campus.

Dye Put into Sacramento River
What is green, red, and blue all over? If you were in Redding on Monday, then the correct answer was the Sacramento River.
The City of Redding released red and green dye from two of their wastewater plants to get a good look at how their discharge flows into the river.
The colors were pretty clear, giving city officials a great shot of where the wastewater goes. The City says the tests were necessary to check out their new wastewater release system at Clear Creek and to test their repaired water release near Stillwater.
